What is an Agora?
An open assembly for all citizens to:
- get informed
- exchange information
- discuss issues
- debate topics
- propose solutions
In the Montreal metropolitan region you’ll find
- 49% of the Quebec population
- 82 small, medium and large municipalities
- rural zones
- 49% of all jobs in Quebec
- a major river, several smaller ones, and lakes and mountains
- local, regional and national parks
- festivals, cultural, recreational and tourism activities
- highways, bridges, a subway system, trains, buses, bicycle paths

Our Objectives
- Inform and increase awareness among the population and stakeholders about the issues at stake in preparing the metropolitan development plan, and at the same time provide them with a potentially permanent forum wherein to express themselves.
- Contribute to the development of people’s sense of belonging to the Montreal metropolitan region.
- Implement mechanisms to mobilize and hence incite civil society to participate in defining the principles and provisions of the new metropolitan land-use and development plan, independent of the related official jurisdictions.
- Contribute to identifying the problems and opportunities arising in the metropolitan region.
- Draw up conclusions, in the form of orientations, actions, and indicators to incorporate in the metropolitan land-use and development plan.
- Establish the general conditions and principles on which to base a metropolitan-wide citizens’ organization.

A Thought-inspiring Program
Friday afternoon – 2:00 to 6 :00 pm
- Speeches by Laurent Lessard, the Quebec Minister for Affaires municpales, des Régions et de l’Occupation du territoire (MAMROT), or his representative, and Gérald Tremblay, President of the Communauté métropolitaine de Montréal (CMM)
- Presentations by prominent guest speakers on successful development planning in various other metropolitan regions :

- Europe: The Lyon example, with Franck Scherrer, former member of the Conseil de développement du Grand Lyon and current Director of the Institut d’urbanisme de l’Université de Montréal
- United States: The Boston example, with regional planner Timothy G. Reardon
- Canada: The Vancouver example, with Ken Cameron, Manager of Policy and Planning for the Greater Vancouver Regional District
- Discussion with participants
- Welcome cocktail – at 6:00 pm
Saturday – 8:00 am to 7:00 pm
- Opening presentation by the visionary Mike Burton, former mayor of Portland
- Three presentation blocks on each theme: two speakers from different milieus; response by a discussant
- Three succeeding discussion and proposal workshops on each theme
- Plenary assembly
